Rebate on water account

I had an anormous bill for the past two to three months, we then discovered an underground leak, which was then rectified and the City of Cape Town then approved my Rebate on the account SUBJECT to me installing the new meter which restrict you to a certain amount of water per day to avoid huge acccounts. The cost of the new meter is R1843, Why must I replace a meter which is in good working order, then I might as well settle the bill instead of paying for a meter which I have witnessed from neighbours gives anormous problems? My complaint is: Rebate was approved, why penalise me to purchase a meter which is not broken? I do not have this money lying around that's why I requested a Rebate and then still penalise me. It already cost me alot of money just to fix the underground leak, now I have to pay more.
Grant me the rebate without replacing the meter and I will take ownership IF a similar problem occurs in the future.
