Waiting forever to get paid for teaching

I worked for 4months (from November 2012) as a substitute educator. My term of service is over, I now want to move on to another school but the dept has still not paid me for the last job nor issued my persal number. Each time i query, it appears my file has been 'lost' and I am required to resubmit all documents. So much for service delivery in SA!!!
