Begging for VAT number to be added

I have been writing to Customer Care at City of Tshwane for a few months now to add my VAT number to their invoices so SARS will be happy - otherwise they simply disallow it and we lose the VAT claim

Get a response after a month that the request must be on a company letterhead which was duly sent. Two months later - NO response.

And we are expected to pay our bills ON time.
