A friend of mine got a written fine in Melkbosstrand. He can not pay it anywhere and has to physically go to the City Hall In Cape Town to pay it. This is outrageous. He lives in Melkbosstrand and has a busy job and works overtime. Surely living in the 20th Century the City of Cape Town will make this easy for a person tp pay.
