Unhygienic inviroment and wrongfull diagnosis

My husband was involved in a car accident on 10 Feb 2013.He is in the South African Air Force and thus a taxpayer. Upon his arrival at Jubilee Hospital, he was given rough and bad stitches on his lacerations sustained. He was taken for an X-Ray the same day, and was told he had no fractures. The next day he complained to them on a severe back pain he had, but nothing was done. On Tuesday again he still complained of the back pain and that he could not move his back, still nothing done. On Wednesday he still complained on same thing, and they now took him for another X-Ray, which they confirmed he had no fractures.i had explained to them before that the patient was in the Air Force and needed to be transferred to 1Military Hospital, but denied saying they can only transfer their patients to George Mukhari. I phone 1 Military Hospital and they came to fetch him. The ward sister refused my husband discharge with the hospital clothes, meaning he was to go out naked. Upon his arrival at the 1 Military, it was discovered that he had an injury on his spine and needed urgent operation, which was done on Friday the 15th Feb. Should he be crippled due to time wasted on him at Jubilee?
