Still waiting for feedback on prepaid application

I am a senior citizen living alone. I pay way to much on my electricity bill at the moment. I would like a prepaid meter installed. I was told to go to the Joburg Rosettenville office as they are not able to fax or email the application forms and it is not downloadable of a website. I went through on the 25-11-13. Stood in a long que only to be assisted by a very ill mannered young man. I was told to pay an amount towards my current bill of which I did and was then told to wait 2 weeks. It is well over 2 weeks and I cannot get any feedback. The receipt I was given did not have a contact number for the Rossentiville branch, I look online and even called the call centre and was told that they cannot assist me as I need to deal with the people that logged the application for me, when I asked for a connect number I was then told to call 1023 ask they did not know it!
All I have is a email address of the gentlemen that logged the application and I've sent numerous emails with no response. Please can some one assist me.
