What is the point of giving contact details

I submitted my Cor 21.1 to change my business address on 10 December 2013. According to the service standards this takes 15 working days. This has not been done.
This week I have tried to phone exactly 11 people on your contact list for "Service Standards". Not one person has bothered to answer their phones!!!..just Shocking!!! Also most of their mailboxes are full so you cannot leave a message.
Yesterday and today I sat waiting for over 20 minutes for the main call center to answer and NO answer at all.
I finally got through to someone in the last hour or so and was met with a bad attitude and he was very unhelpful.
I am now stuck in a position where I am unable to earn a single cent because the insurance companies will not issue me contracts without this document.
I am truly appalled by the level of service.
