Non-compliance to own Service Delivery Standards

I am utterly shocked, CIPC alleges to comply with set service delivery standards regarding director amendments (which has been changed from 4 to 6 weeks to 6 to 8 weeks due to the admin required) however that appears not to be the case. The company in question has submitted a director amendment on 10 May 2013 and it has been outstanding since then. FNB is now advising the company that they should have received their amendments certificate however on the CIPC system the status of "in process" has not changed. There is absolutely no reason whatsoever for the delay as all requirements as stipulated by the commission were adhered to. Companies are losing money due to the negligence and non-compliance of the commission, who's main function is to assist companies, to maintain their own set service delivery standards.
