On 7 July 2013 i lodged a dispute Ref: 8001432358 over an account of R43616.70 for a private home. On inspection of the invoice i determined that the city claimed that i was using over 200 000 litres of water a month (my average being 40 000 per month for the last 10 years). They had been making estimates for almost a year. I had not been recieving my online bill either as somehow my email address was changed on their system.
I have subsequently sent 3 emails regarding this dispute and have never been contacted by the city. I have received numerous pre termination notices (threats) from the city, even though a court ruling ruled in CASE 2011/46597 SOUTH GAUTENG HIGH COURT that estimated meter readings must not have been used for any period longer than six consecutive months and that and also that any account where there there is a query logged that the city may not undertake the process of threatening or undertaking disconnection of service if the person continues to pay the average of the last three undisputed months. Notice has to be given of outcome of dispute and an appeal process has to be followed. In addition my meter was changed so no verification can be done at all
