Incorrect Billing

I changed to a pre-paid meter in May of this year, at my own expense because of how badly my account was being managed.
Joburg City have now been charging me for estimated electricity readings from May to now. The bill is standing at R7000 electricity that I have not used!!!
I have attempted to phone the call centre every month to have this account fixed, but 4 months later they have done absolutely nothing to correct this error.
I refuse to pay these estimated readings. What absolute shockingly bad service.
I'm ready to move to the Ekurhuleni municipality just to get away from joburg city power and their Ineptitude
