Refusal to cancel booking for Leaner's testi

My daughter booked to take a learners test at the Green point traffic Department on 17 January 2014. She had to come home to Pretoria due to an emergency. We then decided she must take the test in Pretoria so she went to book at the Akasia Traffic department. She couldn't get the booking because the green point booking still reflected on the system. The Office manager at the Akasia office said if my daughter writes an affidavit that she is in Pretoria the Greenpoint office can cancel the booking so she can make a booking at the Akasia Office. The Greenpoint office manager refused and said my daughter must personally come to Cape Town to cancel the booking. This is such an inconvenience and inconsiderate. Traveling to Cape Town is too expensive. Someone please help
