Tried calling City of Johannesburg, explaining that I'm billed twice for Refuse. Spoke to consultant that had NO clue what she was saying. Than spoke to supervisor, that's even worse than consultant. Had to explain story again... should have been easier drawing a picture to a child and explaining the problem.
