Traffic officer not assisting accidident victims

My girlfriend was in a accident -7km from the Bloodriver turn off with my car.
She sustained internal injuries, as well as a foot injury and severe trauma and shock from the impact. Her friend suffered a concussion and was very disorientated.
One of the the traffic officers shouted at me asking what I am doing here as I was driving with my work's bakkie and that she will call my boss and tell him I'm here (She often comes to my work, a liquor store with her uniform on)

My girlfriend's wallet has been and there are problems with her ID with identity and that she has an avadavat present at the accident scene. the traffic officers searched her purse for her driver's licence which was not present at the scene. Mysteriously only R300 from a R1000 remained in her the purse as we inspected it later at home as well as a golden ring that was hidden in the purse.

The officers threatened to arrest her and did not call an ambulance and ordered my girlfriend to walk towards them whilst my girlfriend was in severe pain and trauma.

is this how we treat accident victims?
