Poor service delivery

I have been calling the Goodwood Traffic Department incessantly for the past 2 days to get some information regarding documentation that I need to bring with for a particular licence. I have tried 3 different numbers (021 4447871, 0214447874, 0214447151) that were listed on the City's website as the contact numbers with no luck. Very hard for me to understand why these numbers were listed if the personnel concerned are not office bound. I then proceeded to contact Gallows Hill Department on a number listed for general enquiries (0214068862). The lady with a very bad attitude who answered the phone could not assist me because she did not know (so why is the general enquiries number again?) I asked if she that could find out from somebody Boy did I put my foot in it with that request, she lost her mind. Whats funny is I was asking her to double check with somebody about the form that is on eNatis that SHE doesnt know whether is the correct form or not. SHE doesnt know and wasnt willing to ask somebody. Im still wondering why her number is the general enquiries number if NO assistance can be provided. Very disgusted with the service received from these two branches of the same dept
