Forced Between a faulty meter & a pricey solution

It is hard times for all and I am a 40 something white male barely scraping a living together to feed my family.

We are suffering excessive over charging for electricity usage due to a faulty municipal meter.
We cook on gas, share baths, have swapped globes, switch off geyser for 18hrs of the day and don't even have a pool. Yet our bill for electricity fluctuates between R1800 and R2600/mnth.

In 2012 we fell behind by R22000 which we have now caught up. So I decided to switch to prepaid while our account is up to date, only to find out that the municipality charges four times higher for their stippulated prepaid devices than any other supplier of such devices.

We will be looking at total of R5000 just to convert to prepaid!

Surely the Municipality benefits from receiving payment for electricity up front? Why is it also necessary to milk those that wish to convert so excessively. I would have thought they would be throwing prepaid devices at home owners in order to get their payments upfront.

Well I am tired of being ripped off by an unhelpful monopoly and will rather be putting the R5000 towards converting to alternative power to get off the grid entirely!!
