Power cut while using Pre-paid mete

I stay in Pretoria sunnyside and in 2009 the owner fitted a prepaid meter in my unit. yesterday evening City of Tshwane guys disconnected my electricity and issued me with an invoice of R2728.80 and R570 levies

I use prepaid and do not understand why I owe them.

1. Could this be the monies the landlord needs to pay
2. I called the municipality but never managed to get thru, been holding for an hour (call centre and finance dep)
