Licens for bakkie

Good day I was sekwestrated and the bank repod my fiat palio when I whent to collect the licens for the Toyota bakkie I was told that I can not get the licens deu to the palio licens expired and need to be paid with the penalty for late pament the palio is no longer in posesion but the bank I explaind it to them and was told to pay up the licens for the palio

can tis be done or is it against the law
