R20 of call time and @ #42 in the queue

I can't get through to SARS because when I call I have to spend so long inputting numbers and being redirected to different departments that by the time I have entered the queue (at number 42!) I haved used R20 of airtime and am running out!

There is no way to get through to them!

It should be free for all cell phones to call government departments.
