Appalled Citizen of Cape Town

I'm very disturbed about an incident that took place yesterday!! My vehicle was parked in Somerset Rd, Greenpoint on the 7th of May 2013, there was no indication that you are not allowed to park there (no signage displayed). My car was then impounded. I was then forced to pay an amount of R1010.40 to get the vehicle released. I went to the Dept at 19:24 the evening and had to wait 15 minutes for someone to eventually open the door (I mean really I've had a long day at work and then still this), eventually when I got upstairs, I was then welcomed (if you could call appalling customers services that) by a gentleman who spent a further 10 minutes on what sounded like a personal call. The arrogance displayed was quite shocking to say the least oh and not forgetting that he slammed the book down on the counter for me to sign. The best is yet to come - I received two separate documents (fines) one for R500 a pink slip and R1010.40 a green document, and to my surprise the offense is listed No Stopping! How does a parked vehicle get a fine for NO STOPPING? I'm rather appalled by this, and when calling the Call Centre it was said I have to wait 2-3weeks to go state my case in Court!!
