False advertising coning the public

My elderly parents Mr and Mrs A . G. Barnard (age 91) been subscribing to the Time magazine for over 40 years. When an offer came up last year for a watch and another gift should you give the Time mag as a gift to another person, my parents took up the offer and gave a gift subscription to two people. This was done last year - 2012.. After numerous phone calls, much correspondence and many many empty promises still no watch or gift! Is this just a hoax or an gimmick to get people to subscribe to Time mag! This is false advertising and extremely unethical. Please someone help! How many more folk are going to be caught? One of the people at Time my parents spoke to was Edwena, I have unfortunately. Forgotten the other three. Come this type of " thing" should not be allowed!
