Unfaily charged for reconnection fee

On the evening of the 13th December our electricity was cut off, I then called Eskom to find out what is happening and was informed that there was an outstanding amount on a invoice which I never received. I promptly informed the customer service that I did not receive the bill was not informed of the disconnection due to non-payment. The customer service later informed me that as long as I can provide them with a proof of payment on the same day they will send someone to reconnect the electricity and weaver the reconnection fee as she has spoken to one of her supervisor. So I rushed to the nearest picknpay to settle the amount and send the proof to eskom. Now few months down the line I am sitting with a reconnection charge on the bill. So I emailed their customer service online but there was no response. Then I called the customer care line but was put onhold for more than 10 minutes and then the call dropped. In which country other than here would you receive this kind of service?! and to see that Eskom do not respond to complaints made by their customer just indicate that they do not care about their customers.
