Feedback required before action is taken

After repeated increases on my account; i called to ask about the letter of increase that Protea Metering is using. I asked the lady to tell me which legislation they are referring to exactly on the Tshwane.gov.za as there are many documents on there. Her response was to ask for my account number so she can verify that the property is under their administration. As if airtime is free and i just called so i can hear the sound of my own voice. I know who i pay money to every month. This was not a account specific query it was a general query to understand the legality of some of their rules and regulations.

The Letter reads:
Please note that in terms of City Council legislation and tariff structure, a deposit should be equal to twice your monthly account. This information can be obtained from the Council's website: [URL Removed]

In cases where the consumers account is continually in arrears, the deposit may be increased to cover three months consumption. The deposit is surety that a consumer does not vacate the premises with an outstanding balance. According to the bylaws, deposits can be reviewed and adjusted if necessary to meet these requirements
