COC cannot be obtained because of improper install

My aircons was installed, however the technician doing the electrical installation, was not a qualified electrician, when i tried to obtain a COC after the aircons installation, i was told the installation was not done according to regulation. i have been trying to get hold of them for two weeks now (since 11th Feb 2013), I even sent samsung two emails, also no repsonse. This is unacceptable, and illegal to have an unqualified person doing electrical installations. I want them to rectify the installation so that I get obtain my COC
