Billing airtime without permission

I realised that my airtime was mysteriously disappearing and so i contacted my service provider. I was then notified that Smartcall technology was billing me for services i am not aware of . this is a and i am not sure how these guys are regulated but i am sure that this does satisfy treating customers fairly or consumer protection
