Post at Tshwane (Hub) for 2 weeks in transit

I am waiting for post containing my police clearance certificate. It is urgent since i need to submit it for permanent residence in Canada before middle March. Before middle March it still needs to be legalized by Department of Internal Affairs and send to me in Canada. The tracking number is RD 741 306 806 ZA and the addres on the envelope is 774 Sout street, Wingate Park, Pretoria. I tracked it online and it has been at Tshwane (hub) since the 26th of January 2014.
