Operator refuses to let me speak to Superviso

All I wanted was to find out where to download the Touran booklet provisions for mobile telephone (not to be confused by the Owners Manual which I have) for the VW phone system or for VW to scan it and email it to me. All he did was phone the Audi Dealer where I bought the car about 75 KM from me. This dealer is not an Touran dealer and could only tell me what is in the Audi Booklet.
Why do call center operators think they have so much power? It appears that VW will not allow customers to access knowledgeable helpful persons and only train operators on how frustrate customers.
Not a good start to my new relationship with VW.
