Sandal system malfunction

I received a violation notice on my personal e mail for an amount of R 151 something, but do not have a car. I called them bad as predictable the violation was for somebody else. They could not explain how my details e.g. E mail address was used as the violation was for somebody with a surname like Nkondo or such
with an complete different e mail address. Ref 200175605 was given to me. The amount on my e mail was also different from the amount outstanding on the other persons account.
