EMS, POST OFFICE CANNOT UPHOLD WHAT THEY PROMISE

I handed in documents on 3 Dec 2013 at the Pierre van Ryneveld post office. I was advised with EMS the documents would arrive at the destination within 4-5 days. I was given a tracking number to follow the progress.
These documents are urgent - had to be with the recipient at the latest 16th December.
As of today 13 December, these documents still have not been delivered.
The tracking number is pretty much useless as it only logs 3 entries - all in RSA. What is the point of a tracking number that goes no further.

I could list several people by name that I have spoken to and/or emailed - the most useful information they can give is that the documents left Joburg on the 4th. I ascertained this myself on the tracking site.
Phoning, emailing, even going in personally to the Pierre van Ryneveld post office has resulted in absolutely no positive feed back. I have been given exactly the same information which is on the EMS tracking site. As of today, according to the foreign post office it has not arrived yet.
So where do I go to get an honest answer.
Now my problem comes in that these are original documents - copies (which I have) are not acceptabl
