Charging for "Payment means invalid", while detail

I have registered both of my cars for the e-toll. I chose the option to link the e-tag with my credit card and had to pay R100 initially. This was added as credit to my e-toll account. After a week the credit was used up and I had to start paying via credit card, then I received a mail stating that the Payment means are invalid and they charged me R9 for a dishonoured payment. Now I want to know, how the did they get the R100 from my credit card and the other transactions failed??? When I phoned SANRAL's customer centre they just said that is must be my credit card that is faulty or I do not have sufficient funds which is false!!! I also received a message that my credit card is hot listed. I should have never registered in the first place!!! Please sort out your systems!!!
