False advertising and (still) no refund

I bought an item from WantItAll on 10 January 2013 and paid for it. Six days later they wake up and suddenly cannot supply the item, with a promise to refund me. Now, on the 25th, I still have not received my refund with their excuse being "We apologise but, unfortunately when it comes to bank delays we have no way of making it faster when there are delays."
