Double Payment of Shipping Fees

I have ordered shoes from Modaheels online on 8 August 2013. On Monday, 26 August I received a call from a lady saying she works at the SA Post Office and asked if I had ordered anything overseas which I responded with a yes. She asked me how much I paid excluding delivery and i told her it was R2000. She said my parcel will be delivered the next day (Tuesday, 27 August 2013). I waited for the parcel until today (Thursday, 5 October and decided to go online and get their number which didn't work. I called the Post Office and they gave me a number for EMS Courier which I called and they said the parcel was on its way. I called the driver who said I needed to pay an additional R1027 on delivery which I said I didn't have. I called the office again and they said shipping and delivery costs are separate, blah blah blah. Point is I have ordered oversees a number of times and have paid a total amount including shipping and never before have i been asked to pay an additional amount. Whats worse is that this lady who called me to say the parcel had arrived did not tell me that I will have to pay money for delivery. They will now send my shoes back to the sender and I may have lost R2500.
