Goods not delivered, but avon says they did delive

I am so angry right now, i submitted my order on the 4th of June 2013 and till today the have not been delivered and when i call avon they tell me that the goods have been delivered on the 7th already, now they are telling me to do an affidavit this and that i am so irritated cause people want their things i really don't have time for this i feel that avon needs to make a follow up as soon as possible and find out what happened to the goods..please
