Pay for urgent service but don't receive it

On the 23rd of April I paid R799 to Top Design to register a company urgently for me. This is supposed to take 1-3 working days according to their website at that time. Three days elapsed and I heard nothing from them. Upon enquiry, that's when all the excuses began, ranging from CIPC being backlogged and being off line. My application was only finalised on the 14th of May 2013. I requested Top Design to revise the fee I paid but they advised me that they can't because the delay was on CIPC side. I told them that it's unfair for them to charge clients for urgent service which is not solely carried out by them. I feel ripped off. I felt I should just expose the bad service they offer. It's not about money but principles. How can you charge for a service you partially offer?
