Extremely Bad Service

Dont get me wrong, I like to use RBR because they are good at what they do and I have referred many people to them but recently the service became extremely bad. I wanted to register a NPC and couldn't get it right on the website so someone explained over the phone how to do it and somehow I registered for a NPO. I then changed my mind as I became cash strapped and they agreed to refund my money. It has been 3 weeks and still no money received. I phone them everyday and the lady says she will take the matter to accounts department. I don't hear from them. Other days she says her manager is in meetings and takes my number again, but I don't hear from them. She has taken my number so many times and still asks for it every time I phone. This shows me that they do not pay attention to my matter. I have flooded they're email with emails and still don't hear from them? What am I suppose to do to get my refund? They agreed 3 weeks ago but I haven't heard from them again. What now? How do I get my money back? This is ridiculous! I regret those referrals I made.
