Different Rules, Same Post Office

Yesterday I contacted the Rivonia Post Office as I have a package waiting for me and I could not leave the office but our Receptionist could pick it up. I asked if I can have our Receptionist pick up my package, the teller said I need to give her a copy of my Id and Tracking Number, she will also need to come with her ID.
She went today, now they tell her they require a letter giving my permission to pick up the package. This was not told to me yesterday and now she has come back with no package due to the incompetency of the staff at the Post Office. If there is a procedure on this, then all the people working there should know what to tell the customers, there should not be 2 different rules for the same procedure. I have dialed the Rivonia branch about 4 times before finally someone picked up. I spoke to Salome who says the messenger must have my original ID as well as a copy of her ID. Nothing about a letter. When I asked her why she needs to have the original as your ID book is not something you give out easily she said I must just come pick up the Package myself if I do not trust that person. This is not my first complaint about this horrible branch, please look into it
