PAID UP LETTER

I had an account with RCS and they handed me over to consumer friend. The only thing that i want from them is my close file letter. Why should i have to wait for a month or two for that? They said i must wait when my last payment was on the 26 September 2013. I WANT MY LETTER AND THE MONEY THEY STILL OWE ME.
