Goods not received - Poor service

I won an auction on Bid or Buy for an ice machine on 28/01 and immediately paid the money into Bid or Buys account. Having used Bid or Buy before and been satisfied with the service delivered, bid and won another ice machine on 30/01/13, which was also promptly paid into Bid or Buys account. 18/02-enquired from the email provided [Email Removed] as to when I can expect delivery, to be told that Leon Kapp? had been out of town and would send the units. 28/02-enquired again to be given the same story. 05/03-Leon Kapp (081 7813823) requested the addresses again? 12/03-offered a refund. 18/03-said would be paid following day. 22/03-said would pay in 25th? 26th said had paid into bank account 3:30. To date have not received this. I emailed Bid or Buy who then emailed the client. On 14/03 Derrick sent me a copy of the clients ID. On enquiring again 18/04 Derrick emailed me that they had sent me Leon Kapp's details to open a case of. I paid the money into BID OR BUY's account, therefore the onus is on them to refund my money to me???
