Dependent turn 21 on GEMS medical aid

I am filing this under Metropolitan Health Group since they administer GEMS.

My stepdaughter has turned 21 but is still studying. We get a letter from GEMS in September 2012, telling us that we need to confirm her as a dependent or she will be removed from the medical aid.
We phone and are told we should complete an affidavit and get a letter from the institution where she studies. We do this and fax it to the number supplied.
A few days later we get an sms telling us that no documents have yet been received and that the dependent will be removed. We fax it again and follow up with a phone call.
We are assured that everything is in order.
A few weeks later we receive another sms, stating that no documents have been received.
We go through this numerous times. Each time we are told a different story.
Eventually I decide to contact via email. Same situation.
In the end we send the docs more than 20 times.
Today I call and am told everything is fine. My wife calls an hour later and is told no documents has ever been received. We send the documents again via email only to be told that it is too old, even though we had completed it when GEMS first asked for it.
