Penalty for immmigrants

Good-morning, We have our health insurance with Discovery. We immigrated to SA from Holland in Oct 2003. As we both have chronic illnesses we knew we had to have insurance. We choose discovery as we heard many good things about them. My husband was 45, and I was 40 when we came across. Needless to say that we had medical insurance for all our lives when we still lived and worked in Holland, as it is compulsory in Holland to have some form of medical aid. I had National Health Insurance, my husband had Private health insurance. OK, so we joined Discovery, much to our surprise we were punished with the "late joiners fee" until this day (10 yrs later) we still are being punished with this 25% extra that we have to pay. Can somebody at discovery tell me why we still have to pay a penalty, whilst, if they ask, we can prove that we were medically insured in Holland. We are certainly not rich people, and struggle to pay for our monthly premium. Please reply by e-mail to [Email Removed] as our pre-paid cell phones often do not work in this area.
