PAY UPFRONT, NO DELIVERY & NO STOCK

An order has been placed on 04 November'13 for supply of plastic bags and was promised delivery by 06 November'13. I did order from this supplier before and battled with him also to deliver the goods, at first I thought that it might just have been a slight slip-up on their side for he did apologise and did promise it will not happen again. With the next order we agreed upon half the invoice to be paid upfront and second half on delivery. After about a week I contacted him again and enquired about the goods for I did not receive it. He was full of excuses and promised the delivery the following day. Still no JOY!!! After 3 weeks he admitted that he did not have stock, thus we requested for our monies to be paid back into our bank account. He said that it will be done by the end of day which was 22 November'13.
