Incorrect billing of electricity

Since Feb 2011 they are billing us on a meter that reads the while floor's elec usage. We only occupy a little more than half of the floor. After various contacts (physical, email, telephonically), this has still not been addressed. They keep billing us for the whole floor as well as for general electricity. We have now stopped paying anything to them because they actually owe us money, if you do the calculations. Still the only response we get is that an electrician will come out. Meantime, the electrician and maintenance manager has been to the premises numerous times, still no change. We proofed to them that when the meter is switched off the whole floor is without electricity. Even telling them that we are posting on Hello Peter website has brought no luck as well. If they are charging us for the whole floor and general electricity, then charging the other two tenants on the same floor as well, then surely somewhere they should realise when balancing the council's amounts and the amount they charge us and realise that they have extra money...
