Unsatisfactory response from Discovery

My wife is the main member on our medical policy and she is trying now for months to get changes satisfactory done. Instead Discovery is continuing to deduct must higher preemies each month than what we can afford without our permission. How can this be rectified and who can help us to do the changes satisfactory on our policy? This is urgent.
