Only 1 Healthy Food Card per Family

A few months ago I ordered a PnP Healthy Food Benefit Card. A letter was sent in the post stating that the benefit had been linked to my Discovery Card. However, I closed this card a few years back and have not used it for a very long time.
I phoned the call centre and was told that only one healthy food card per family could be issued and the only way to enjoy the benefit would be to take another Discovery Credit Card.
My problem with this is due to hard lessons learnt about debt in the past is that we, as a family have 1 Credit Card that is vigilantly managed and we do not want access to any more debt than absolutely necessary.
My wife and I both do grocery shopping and it is not practical to keep sharing the card between us all the time.
Therefore, please explain why only 1 card per family is allowed as it does seem to be a rather strange rule with no rational reason behind it.
