Unacceptable behaviour handling Accounts

I was registered as a student in 2011 but found I was unable to afford the course and therefore de-registered. Upon de-registration I received no communication that I owed UNISA money. More than a year later, specifically last December, I get a statement saying that I owe over R4000. I was engaging with someone from accounts via e-mail, however when I asked to meet personally to handle the matter since I don't understand why I am still owing money, I received no response to this day. Earlier this week I received a call from ITC asking when I will pay. I was shocked since UNISA didn't even get back to me to try and finalise the situation but immediately sent my name to ITC with no warning. What makes it worse is that I am only able to communicate via e-mail and they don't have a call centre, the number that I try to call just keeps ringing. Now I run the risk of being blacklisted when I tried to contact them on more than one occasion and still to this day no one has gotten back to me. I am being treated like a criminal when I tried to rectify the situation. This is completely unacceptable.
