Failed Learning Experience

I joined College SA in July to study Pastel Partner for 9 months. I finished my study programme, completed the assignments etc and am now ready to complete the online assessment with Pastel. At the beggining of my course i made sure my exam fees were included in the package and that all i would need to do was register with Pastel when i was ready to complete. In November i tried to register with Pastel to complete my assessment but i did not have a serial number. I contacted the College, who then told me to contact Pastel Training. I phoned Pastel training again, who then told me all serial numbers are forwarded to the College and I can only get it from the College. I have been Emailing and phoning the College for the last 2 months but have not received a definitive answer. My student advisor, Vusi, has been telling me for the last 2 months that the query has been forwarded to 'his supervisor'. I could have finished my course a month ago, but i feel instead, that the College is delaying my studying to ensure i pay the full 9 months fees, or they are selling empty promises to students and after all this time and money spent, I still do not have a qualification.
