Charging 10 handling fee on good returned

To whom it may concern,

As of last week I bought an item at the Randburg branch. To my surprise on returned the item within 3 days of purchase, that was not used and I was charged a handling fee of 10%( R39.90). Now according to the new CPA, this is illegal and 10% charge can only be charged when we have a CONTRACT in place. I complaint but was told that there is nothing that they can do " THEY ONLY WORK HERE" " IT'S THE COMPANY POLICY".
