Billing for Re waterproofing whilst under warranty

As the Chairperson the Body Corp of my Complex, I decided to get all the skylights, chimneys and flatroofs of all the units in the Complex waterproofed as a precautionary measure.
1.Universal roofing waterproofed all the units end April 2012
2. In August the skylight in my lounge started leaking torrents
3. Area Site Manager Allen came out only mid September to do the repairs
4. Shane Repaired for the 2nd time early October
5.Mid-October Ricardo concluded after discussing with Eloise that the damages to the ceiling was as a direct result of the leaky skylight and was fixed by Rob
6.Ricardo also inspected my neighbour's leaky Chimney-Shane did the repairs on his Chimney
7.Mid-November Tian repaired the skylight for the 3rd
8.Rob AGAIN repair and Repaint the new damages to the ceiling
9.skylight leaking again since early Jan and no one has done any repairs after complaining to Eloise yet
10. Instead I have been billed R3, 800 for Shane's work (No. 4) and it is still under warranty
I have explained this story several times to several people and Tammy from accounts is oblivious to my frustration n doesn't seem to get it.
