Poor quality goods & Cash Refund refusal

On 21 August 2013 I purchased a paint brush at Mainreef Plumbing & Electrical Supplies Pty Ltd. On the same day of the purchase I returned the paint brush because it broke while using it. The Cashier/Sales lady who sold me the paint brush said that their business does not do cash refunds on products that have been used; which I replied that had I known about their returns policy prior to finalising the purchase I would not have made the purchase and that she failed to notify me of the returns policy when I was purchasing the paint brush neither did the invoice provided outline the said returns policy.
She went on to say that they do not do cash refunds and neither do they do exchanges for stock items which have been used.
I told her that I was going to name and shame their business in this platform and she showed no interest on my unfavourable situation (I had lost money by purchasing a product that I could no longer use because it was in an unusable condition) which she was responsible for because of not explaining the refund policy to me at the point of purchase.
