Terrible service and attitude

I contacted Swemco Pools in October 2012 after experiencing suction problems with a new pool pump. They didn't show up for our fist appointment and after another telephone call they eventually showed up. I explained that we are experiencing a technical problem and therefor needs someone with the appropriate skills to diagnose our problem.

Two of their workmen showed up and didn't spend more than 10 minutes looking at the pool. On their way out I asked if they knew what the problem is. They answered: "suction" - I told them that over the phone.

After their short visit Swemco made no effort to contact me via phone of email to give me feedback on what the problem might be. I didn't even receive an invoice from then. The first contact they made was in March 2013 when they handed me over to attorneys for failure of payment.

For what am I supposed to pay? I never received an invoice and they didn't render any kind of service what so ever. Is it fair to bill a client R500 for two chaps spending less than 10 minutes by the pool, not fixing anything or making even trying to make a suggestion on how to fix the problem.
