Outlook not working

Hi, This is the only way I seem to be able to report this, I can receive mail on outlook but cant send, This is the error I get

Your message did not reach some or all of the intended recipients.

Subject: RE: [#PNI-284-33887]: new account
Sent: 2013/09/30 10:49 AM

The following recipient (s) cannot be reached:

[Email Removed] on 2013/09/30 10:49 AM
503 Valid RCPT command must precede DATA

Please help
